SCC raises serious concerns about cost and scale of Dominion’s long-term energy plan

RICHMOND, VA –The Virginia State Corporation Commission (SCC) today found Dominion Energy’s 2024 Integrated Resource Plan (IRP) to be “legally sufficient,” but directed substantial changes to its planning process moving forward. The Commission emphasized that its order does not express approval of “the magnitude or specifics of Dominion’s future spending plans, the costs of which will significantly impact millions of residential and business customers in the monthly bills they must pay for power.”

“This latest order underscores how broken Virginia’s energy planning process is,” said Dyanna Jaye, deputy director of Clean Virginia. “Year after year, Dominion files plans that ignore clean energy requirements, lock in expensive fossil fuel infrastructure and drive up electric bills. By recognizing the harm this process can cause to Virginia families and businesses, the Commission has taken a step in the right direction by calling for significant reforms moving forward.”

The SCC’s order requires Dominion to:

  • Use modeling that is least-cost and in compliance with the Virginia Clean Economy Act’s fossil fuel retirement targets
  • Increase energy efficiency savings targets
  • Include additional battery storage
  • Improve transparency of future energy plans to stakeholders

However, these procedural changes do not prevent the utility from pursuing costly and polluting projects that face widespread opposition from communities and experts.

“Fixing Virginia’s energy system will take more than technical tweaks,” added Jaye. “As long as monopoly utilities control the energy planning process, Dominion will keep profiting from poor decisions, and Virginians will keep paying the price through higher bills and worsening health outcomes.”
